I'm in Washington County and have had ammo delivered from both Ammunition To Go and from PSA, no signature required. No problems whatsoever.

Some places simply wont ship to NY because they look at NY as NYC.
I have places orders for ammo as well as reloading components to Suffolk County without issue.

I ordered a bunch from Cabellas awhile back. Came home one day to find the UPS package laying on my open front deck (no signature required). I chuckled about it since NYS is so damned paranoid about everything involving guns or ammo. I guess they haven't thought of this "dangerous loop hole". ;) Some legislator putz would surely have a problem with it.

I have ordered ammuntion offline and it ships to me in Suffolk every time. The only place that ever gave me a problem was Centerfiresystems. Every other place I used would ship their ammo here. The best place I found so far has been cheaperthandirt.com

Yeah, Centerfire wanted a copy of my ID before they'd send me ammo and then they sent it signature required. Between that and the meager selection they have, I shop elsewhere for ammo.
