NY Legal AR 22lr upper? Do they exist?

I have finished building a lower for my 22lr build but can't find a NY legal 22lr (CMMG) upper anywhere! CMMG will pin a flash-hider (illegal in NY) and shave the bayo off but that doesn't help me any. Any help would be appreciated!

Do they have them in stock with the flash hider? You could send the upper to us to pin a brake on it.

yes they ship with flash hider. They told me that if i buy and ship them a muzzle break they will pin it on for another $65 bringing the total cost of the upper WITHOUT shipping/magazine/or forward assist...to about $600....Just shy of what I paid for my precision white oak upper. I just can't justify the cost for a 22lr toy. I was wondering if any companies sold/shipped them in compliant versions.
PS- how much would it cost to pin break on/shave lug?
